What is erosion controlin construction?

Erosion control in construction is the set of temporary and permanent measures, called best management practices (BMPs), installed to keep soil on a disturbed site and sediment out of storm systems and waterways. Typical BMPs include silt fence, inlet protection, stabilized construction entrances, erosion control blankets, and temporary seeding. On commercial projects the scope is drawn on the erosion and sediment control sheets of the civil set and is required by the project's stormwater permit, with installation, maintenance, and removal all carrying real cost.

Erosion control, explained.

Erosion control is the umbrella scope for everything a contractor installs and maintains to comply with the project's stormwater permit. It lives on the erosion and sediment control (ESC) sheets of the civil C-set, usually with a BMP legend, phasing notes, and a detail sheet showing how each device is built. The grading or sitework contractor typically owns it, though many GCs carry a dedicated SWPPP subcontractor for installation and inspections. The scope is really two scopes: erosion control keeps soil in place (blankets, mulch, temporary seeding), while sediment control catches soil that is already moving (silt fence, inlet protection, sediment basins); the drawings bundle both under one sheet set. What new estimators get wrong is treating it as an install-once line item. BMPs are phased with the grading, get damaged and replaced, must be inspected and maintained for the life of the disturbance, and must be removed at final stabilization, so project duration drives the cost as much as drawn quantity does.

How it is measured

Erosion control is taken off BMP by BMP, each in its own unit: silt fence in linear feet, inlet protection and concrete washouts in each, stabilized construction entrances in each or square yards, erosion control blankets and turf reinforcement mats in square yards, and temporary seeding in square feet or acres. Quantities come off the ESC plan sheets, with the details governing what each unit includes (trenching for silt fence, stone depth for entrances). Two cost drivers never appear as drawn quantities: project duration, which sets the maintenance and inspection cost, and phasing, which can require the same device to be installed more than once. Removal at final stabilization is its own pay line.

Who is responsible for erosion control on a construction site?+

The permit holder, usually the general contractor as the operator under the construction general permit, carries legal responsibility for keeping BMPs installed and working. In practice the GC subcontracts installation to the grading contractor or a dedicated SWPPP firm, but enforcement actions and stop work orders land on the permit holder. That is why many GCs carry erosion control in their own general conditions rather than burying it in the earthwork subcontract.

How long does erosion control have to stay in place?+

Until the site reaches final stabilization as defined by the permit, which commonly means a uniform perennial vegetative cover at about 70 percent of background density on all disturbed areas, or hard surfaces like paving in place. Temporary BMPs are then removed and the fence lines or anchor trenches restored. For estimating, that means the maintenance window often runs well past substantial completion of the building itself.
