What is MEP in construction?

MEP stands for mechanical, electrical, and plumbing, the three building systems trades in commercial construction. Mechanical covers HVAC (heating, ventilation, and air conditioning), electrical covers power, lighting, and low voltage systems, and plumbing covers domestic water, sanitary, storm, and gas piping. The work is designed by specialty engineers, installed by licensed subcontractors, and typically represents one of the largest cost blocks in a commercial project budget.

On a commercial drawing set, MEP shows up as the M, E, and P sheet series, with the specs living in CSI MasterFormat Divisions 21 through 28 (plumbing in Division 22, HVAC in Division 23, electrical in Division 26). General contractors rarely self-perform this work. Licensed mechanical, electrical, and plumbing subcontractors bid and install it, with MEP consulting engineers producing the design on plan-and-spec jobs. For an estimator, MEP matters for two reasons: it is a huge share of cost, and it is where trade scopes collide. The classic new-estimator mistakes are treating MEP as one number instead of three separate subcontracts, assuming fire protection is included when it usually bids as its own trade, and missing interface gaps such as who wires the rooftop units, who furnishes starters and disconnects, and who carries housekeeping pads and roof curbs. MEP is also the center of gravity for BIM coordination, since duct, pipe, conduit, and sprinkler mains all fight for the same ceiling space above the corridors.

How it is measured

There is no single MEP unit; each trade quantifies differently. Plumbing counts fixtures each (EA) and runs pipe in linear feet (LF) by diameter and material. Mechanical counts equipment each, prices ductwork by the pound (lb) of sheet metal or square feet (SF) of duct surface, runs hydronic and refrigerant pipe in LF, and sizes systems in tons of cooling and CFM of airflow. Electrical counts fixtures and devices each, runs conduit and wire in LF, and sizes the service in amps. The quantities live on the M, E, and P sheets and their schedules: equipment schedules, plumbing fixture schedules, panel schedules, and riser diagrams. At concept stage, estimators apply dollars per SF by system or a percentage of total construction cost, then replace those plugs with subcontractor bids as design firms up.

Worked example

Take an illustrative 50,000 SF office building at a total construction cost of $400 per SF, or $20.0 million. Carry mechanical at $52 per SF, electrical at $46 per SF, and plumbing at $22 per SF. Combined that is $120 per SF: $120 x 50,000 SF = $6.0 million, and $6.0 million divided by $20.0 million = 30 percent of the budget sitting in three subcontracts. Now the coordination side. If congested ceiling space drives rework equal to just 2 percent of MEP value, that is 0.02 x $6,000,000 = $120,000 of exposure before any schedule damage, which is why an illustrative $50,000 spent on BIM coordination across these trades pays for itself well before the rework hits. Note the leverage at concept stage too: moving your MEP allowance by one point of project cost is 0.01 x $20.0 million = $200,000.

MEP: frequently asked questions

Does MEP include fire protection?+

Not automatically. Fire suppression is its own CSI division (Division 21) and usually bids as a separate trade through a sprinkler contractor, which is why you will see MEPF or MEP/FP on projects that group it in. On bid day, confirm whether fire protection has its own column on the bid tab, because assuming it is buried in the mechanical number is a classic scope gap.

What is the difference between MEP and HVAC?+

HVAC is one piece of the M in MEP. On commercial work the mechanical scope is mostly heating, ventilation, and air conditioning (equipment, ductwork, hydronic piping, and controls), while MEP also covers the electrical and plumbing trades. Saying MEP when you mean only the mechanical package will muddy sub coverage lists, so name the trade you actually need.

What percentage of a construction budget is MEP?+

It depends heavily on building type, so treat any single number as a planning figure only. As an illustrative rule of thumb in US commercial work, ordinary office and retail buildings often carry roughly 25 to 35 percent of construction cost in combined MEP, while system-heavy buildings such as hospitals, labs, and data centers can run well above 40 percent. Reconcile the plug against actual subcontractor budgets as design develops.
